Considering the way you ask this, you're probably still pretty early in the game. The main way to reduce party wages is: don't build up too fast. There is nothing wrong with running around with a bunch of tier 2-3 troops in the early game, even if you can level them up, just so you can handle bandit parties. Once you start getting some money or a passive income, slowly start raising your troop ...
